Is an asbestos management survey a legal requirement?

There is no legal requirement stipulating that you must have asbestos surveys carried out, but you are liable for ensuring the asbestos within the property is managed and maintained. 

So, getting a survey done is a good idea to keep the building and those within safe. As a duty owner of a property, you are liable for all operations that happen within, which extends to all individuals' health and safety concerns caused by asbestos. 

The Control of Asbestos Regulation 202 outlines that you do, however, have a legal requirement to 'manage asbestos' in any non-domestic property. The safest, easiest and cheapest way to do this is through an asbestos management survey. 

Knowing where asbestos is within the building isn't just for the sake of ticking a box; it will save the lives of all occupants within that property. On average, 13 people die from being exposed to asbestos every day, totalling approximately 5000 a year.
